1. Administration & Management Sector
The Civil Sector is an important organ and plays a pivotal role in providing sustained support to all other sectors. Given the complex and multi sectoral working environment of our organization, it has to set a system of governance and ensure that the implementation of the agreed plan is on track with required support. It discharges the technical roles as well. The Sector has to supervise and ensure that the agreed house rules are followed while flexibilities within limits are accepted. It also has to ensure that limited government resources are judiciously used and made fairly available to the other sectors. It is also the moral responsibility of this sector to inculcate professionalism, honesty, integrity and dedication in all the staff.
Objectives:
1. To instill professionalism.
2. To support and enhance service delivery provided by the various sectors.
3. To generate a sense of fraternity among different sectors.
4. To inculcate ownership and accountability.
5. To uphold law and order and ensure that security within the Dzongkhag is maintained.
6. To provide protocol services during the visit of VIPs and dignitaries as per prescribed norms.
7. General administration of the district with its 15 Gewogs
8. Construction of social service infrastructure within the Dzongkhag and management of social services.
9. Identification and promotion of rural livelihood and income generating activities through its various sectors
The Dzongkhag civil sector, headed by the Dzongdag, has the following sub-sectors/sections with staff strength reflected against each to fulfill the dzongkhag’s mandate :-

Visit of VIPs and Dignitaries (July1, 2007-June 30, 2008)
• Visit of HM the Queen, Ashi Sangay Choden Wanghcuk en route to Thimphu after attending World Pupulation day in Bumthang.
• Visit by the cycling expedition from India.
• HRH Ashi Sonam Dechen Wangchuck visited Wangdue Dzongkhag on October 19, 2007 to grant land kidu to the people of Beldrok under Kazhi Gewog as the representative of His Majesty the King.
• Visit of HM the Queen, Ashi Sangay Choden Wanghcuk en route to Samdrup Jongkhar to celebrate World AIDS Day.
• Major General of IMTRAT visited Wangdue Dzongkhag as a part of his familiarization tour on December 21, 2007.
• Hon’ble Secretary of MoHCA visited on January 4, 2008.
• Lyonpo Leki Dorji visited Punatshangchu Phase I on January 18, 2008.
• His Holiness the Je Khenpo visited on April 20, 2008 to consecrate Nezergang Thongdrel.
• Secretary of MoHCA visited en route to Trongsa on April 23, 2008.
• Secretary of MoHCA visited on May 29, 2008 on the occasion of merging Marlung village under Wangdue Dzongkhag.
• Gyalpoi Zimpon visited on May 29, 2008 to meet with the fire victims.
• The Prime Minister, accompanied by the Agriculture and Foreign Ministers, visited en route to Bumthang on June 12, 2008.
Gazette Events Celebrated in the Dzongkhag
• Celebration of Annual Tsechu from September 20-22, 2007.
• Celebration of HM’s Birthday on November 11, 2007.
• Celebration of National day on December 17, 2007.
Important Events
• The outgoing Dzongdag Dasho Phub Tshering was relieved on November 8, 2007 on transfer to Samdrup Jongkhar Dzongkhag.
• Dasho Kinzang Wangdi joined the Dzongkhag Administration on November 2, 2007 as the new Dzongdag on transfer from Gasa Dzongkhag.
• The Baza Guru Dungdrup, an annual feature, was organized on February 21, 2008.
• Nyezergang Thongdrel was consecrated on April 20, 2008.
• Matalungchu and Wongjokha Chiogs were taken over from Baap Gewog of Thimphu Dzongkhag on 15th January 2008. These two Chiogs have added 45 households with 426 persons in the population of Thedtsho Gewog.
• Monthly sector coordination meetings to enhance the reviews and planning of the monthly activities and to enhance coordination amongst the different sectors was started .
• Delegation of power to the sectors was revamped and strengthened.
• Gewog Administration delegated with the authority to issue rural house construction approval in order to augment service delivery.
• Enhanced security arrangements made in the Dzongkhag:
a. Security Committee was formed, comprising of Dzongkhag Sector Heads, Regional Heads, RBP, RBA, Gups and Thromdey Tshogpa as members.
b. Two day fire fighting training was conducted by RBP for the entire Dzongkhag staff.
c. Security lights at 2 important bridges were installed with the support from BPC.
d. Improved lighting facilities within the Dzong compound and deployed caretaker for round the clock security in addition to existing RBP personnel. g.
The sector spent Nu. 2.628 m as capital expense and Nu. 16.718 m as cost of running the establishment.
